All above are correct.
On this date PL 95-163 was signed into law by President Carter. The Airline industry was the first to be deregulated by Congress.
It allowed FedEx to choose it's own aircraft, fly larger aircraft and choose it's own routes without federal bureaucracy.
About a month later, FedEx purchased it's first Boeing 727-100's with effective payload of 42,000 lbs.
Without this bill, FedEx couldn't have continued to grow.

Sometime later there was the comment (regarding the Radio Network I believe) that he did not ever want to hear that they leapfrogged us. I believe JBM asked for an explanation - he said - you know =- when one frog jumps over the other one. But Dickie Dunn could most likely clarify that.

The above quote sounds exactly what Jim Barksdale would think up, and he might have been the originator, and all the executives quoted it in meetings...but marketing usually took credit for such sayings. The competion at the time was Emery, since UPS didn't think the market was big enough to offer a service. UPS did enter a year later.

I kept one of the original Hotel Pak kits for years. I think I passed it on to one of my co-workers before I left FedEx last May. I picked it up back in the early 80's when I was doing station audits (in Des Moines, I think). Hotel Pak was largely a failure because it took more participation from the hotels than they were willing to provide.

Some thought it was a bad idea due to the low cost versus the cost of picking up the overnite letter. Actually, I think if we picked up the OL with packages at a customer site, there was no extra pickup charge, otherwise there was. And with discounts to larger customers, the net on the letter was low. I asked JLB about this once and he mentioned that analysis showed that the larger customers primarily would sent the OL's to their own branches and usually more than 1 letter would be involved on delivery, thus cutting costs.

Hotel employees didn't always give the courier the Hotel Pak. Many excuses were given. The hotel employee didn't know they had one dropped off or they didn't know where the pak was placed for courier pickup, comes to mind.

Richard got all three questions correct.
JLB went to McCaw Cellular. FWS was young and Jim Barksdale wasn't going to be CEO of Federal Express anytime in the near future. He was offered President of McCaw Cellular. He mentioned when he left, that the job offer not only insured he could take care of him and wife, but all of his family. AT&T bought out McCaw and offered him the President of AT&T wireless. He agreed as long as he didn't have to move to New Jersey headquarters. At that time, Ron Ponder was also at AT&T as the president of their Information Systems group. He left AT&T to become the CEO of Netscape.
AOL then bought out Netscape, and he formed the Barksdale Mgmt Group initially as a venture capital group for technology.

UPS partnered with AT&T Wireless using their CDPD technology. CDPD (Cellular Digital Packet Data) was the first attempt to provide wireless data on the public networks. It utilized the “Dead Air Time” between tearing down and initializing phone calls, to send data packets. The cost was greatly underestimated and UPS eventually limited their “Real Time Tracking” to twice a day. However, perception is reality…

Richard's 2nd answer is correct.
UPS partnered, for their 3rd attempt at wireless, with McCaw Cellular. This effort had already started before Jim Barksdale took the CEO of McCaw position. AT&T soon bought out McCaw and offered Jim the President of the AT&T Wireless group.
One thing JLB did was separate himself from the UPS-McCaw project, because of his knowledge of FedEx systems. He would meet with their execs, but not attend any technical or implementation meetings.
The implementation connected UPS's DIAD terminals to a cellular dock. The UPS courier would scan bar code of delivered packages. Every 30 minutes the dock would dial into UPS's servers and transfer barcodes and timestamp of the delivery. Because Cell phone coverage wasn't that good in many areas, UPS engineers would drive around the city, marking good coverage spots on a map. If the courier was out of a coverage area, he would drive to another location.

What caused JLB to ask that question was UPS’s move to purchase a company called II Morrow, they had VHF narrow band channels, which are more difficult to engineer coverage patterns and had a high noise floor meaning communications would be somewhat intermittent… while we, FedEX had premier 800 MHZ wide band channels, virtually no noise I industrial, computer, etc) and much easier to predict coverage and install sites. UPS never utilized what they purchased but instead struck a deal with a Carrier with dial up in-band data on voice channels.

I was in a NOCC design meeting in COS with Macom Telecommunications when the Challenger went down. Alfred Weiniger called me out of the meeting to give me the news. The meeting adjourned so that we could contact our management to assess the impact on the project. We were totally stunned.

The FedEx folks and customers stayed at the Doral resort for the Orange Bowl. I was on the way down to play a match. I got on the elevator and a little girl (couldn't have been but about 7 or 8) saw my tennis bag and asked me if I played tennis.I said 'yeah'. She said 'my dad plays tennis'. I said really, who's your dad? She said 'Fred Smith, do you know him?'
The Smith group had an entire floor reserved for their family, friends and security. One of the Fedex security guards was escorting the kids everywhere they went

I'm sure others also worked on getting a new group started, but I met Charlie around 1980 while developing DADS. He was best friends with John Schwarzmann, my sr mgr. He told me what he had been working on: setting up a specialized group of agents to handle billing and revenue calls. He had worked to convince Jim Barksdale this was needed and he hoped to be the new director. There was a bad problem in the data entry group and the MD and all but one mgr were terminated. JLB made Charlie the MD over that group and told to fix it and increase the morale of the department, which he did.
